Mayoral Update

During the Mayor’s press conference he announced,

  • An expansion of “Open Restaurants” on 22 additional streets; more streets will be added in the coming weeks.
  • Alternate Side Parking will be suspended through July 12.
  • Rush hour service will be restored on the Staten Island ferry on July 6.
  • Based on results from a survey to 450,000 NYC families, 75% of families want to send their children to school in September.
  • Preliminary plans for school reopening:
    • To ensure social distancing, each school will be permitted a maximum number of students .
    • For schools not able to accommodate every student, there will be a staggered schedule, which is the subject of ongoing conversation.

Governor’s Update

During the Governor’s press conference he announced,

  • 4 million total diagnostic tests have been completed since March.
  • The State is expanding the testing criteria statewide to all New Yorkers.
  • Capital Region will enter Phase IV on July 1.
  • The State will create its own enforcement department to supplement local enforcement, but that the State does not have resources to do this statewide.
  • Phase III dining in NYC will be postponed “until the facts change, and it is safe and prudent”

During the Mayor’s press conference he announced,

  • The City will be postponing the opening of indoor dining, and therefore will expand outdoor dining.
  • 15 of the biggest outdoor pools will be reopening; 3 on July 24, and the rest on August 1.

Mayoral Update

During the Mayor’s press conference he announced,

  • A budget agreement with the Council on the FY 2021 budget, including:
    • $88.1 billion, down from the Mayor’s executive budget of $95.3 billion
    • Deep cuts to City agencies
    • $1 billion in labor savings
    • $1 billion cut from the NYPD, consisting of:
      • cancelling of July recruit class
      • reassignment of administrative duties to patrol duties
      • shifting functions to civilian agencies, such as crossing guards and the homeless engagement unit.
      • reduction in overtime expenditures
      • reduction in contracts and non-personnel expenses
      • $430 million of the cuts to the NYPD budget will be invested in other programs, including
        • $115M for summer youth programming
        • $116M for education
        • $134M for family and social services
    • $537M in capital will also be shifted from the NYPD, including:
      • $450M for NYCHA and Parks youth recreation centers, which will include a new Roy Wilkins Community Center
      • $87M for NYCHA Broadband expansion
    • New investments, such as:
      • $37.5M to expand NYC Care to Manhattan and Queens
      • $114M for 3 new specialized COVID-19 clinics for hard-hit communities
      • $450M to GetFoodNYC

Governor’s Update

During the Governor’s press conference he announced,

  • Large malls will be required to adopt air conditioning filters capable of filtering COVID-19.
  • The State recommends all businesses and offices consider installing filters with a MERV rating capable of filtering COVID-19.
  • Western New York is on track to enter Phase IV of reopening on June 30.
  • The 2020 Video Music Awards (VMAs) ceremony will return to NYC on August 30 at the Barclays Center (with limited or no audience).
Mayoral Update

During the Mayor’s press conference he announced,

  • The Department of Corrections will end punitive segregation for people with underlying medical conditions, including asthma, seizures, diabetes, heart disease, lung disease, liver disease, kidney disease, transplant status, treatment with blood thinners; other disabilities (wheelchair, walker, blind, or deaf).
  • A four-person working group charged with finding a path to eliminate punitive segregation in NYC jails, composed of representatives from the Board of Corrections, Department of Correction, Correction Officers’ Benevolent Association, and a formerly incarcerated individual
  • NYC parks’ barbeques will reopen this weekend for the Fourth of July.
City Agency Update – DCP

Restarting ULURPs.

  • The NY Post reports that City Hall is pledging that more information on the resumption of ULURP will be released in the fall, but that the City’s land use process will remain on hold for the time being.
  • On June 23, Deputy Mayor Been also stated her expectation that ULURP would resume in early fall.

During the Mayor’s press conference he announced,

  • The City will be extending the outdoor dining program by allowing restaurants to utilize closed streets for restaurant space, in addition to curbside and sidewalk space.

Mayoral Update

During the Mayor’s press conference he announced,

  • The City is on track to enter Phase 3 on July 6.
  • NYC Health + Hospitals will now offer free COVID-19 antibody tests at its 11 acute care facilities and select Gotham Heath sites; the City will also open new testing sites through a partnership with CORE (Community Organized Relief Effort) and SOMOS Community Care.

Governor’s Update

During the Governor’s press conference he announced,

  • A joint travel advisory, with New Jersey and Connecticut, that will mandate a 14-day quarantine for those who traveled from states with high infection rates.

Cuomo announced the guidelines for Phase IV of reopening.

  • An overview of guidance for Phase IV industries has been posted here, and includes:
    • Higher Education, which includes all types of in-person higher education institutions, including but not limited to community and junior colleges, universities, graduate and professional schools, medical schools, and technical schools.
    • Low-Risk Outdoor Arts and Entertainment, which includes outdoor zoos, botanical gardens, nature parks, grounds of historic sites and cultural institutions, outdoor museums, outdoor agritourism, local agricultural demonstrations and exhibitions, and other similar institutions/activities.
    • Media Production, which encompasses all activities undertaken in motion picture, music, television, and streaming productions on set, on location, or at any production or recording site.
Mayoral Update

During the Mayor’s press conference he announced,

  • “Cool It! NYC” will include the reopening of 950 existing cooling elements in parks and public sites, which are hydrants and other plumbing fixtures that can be adapted to function as spray showers and misting features; 250 new cooling elements will be added this summer by FDNY and DEP.
  • 37,000 seniors have registered for free A/C units from the City; 18,000 have already been installed.
  • Beaches in NYC will be open for swimming on July 1.

During the Mayor’s press conference he announced,

  • Streets will be cleaned no more than once per week, beginning on June 29; Alternate Side Parking rules will only apply to the latest day posted on the street sign.
  • Grab-and-go meal availability will be extended through the summer at all 400 meal hubs.
  • 70 million total meals have been served across GetFoodNYC.

Mayoral Update

During the Mayor’s press conference he announced,

  • The City estimates 150,000 to 300,000 workers will be returning to work during Phase II, which begins on June 22; the City will be distributing 2 million more masks to businesses.
  • 3,192 restaurants have self-certified for the City’s “open restaurants” program, as of June 19.

As of June 18, compared to June 6, subway ridership was up 29%; bus ridership was up 22%; Staten Island ferry ridership was up 31%; and traffic into Manhattan was up 24% on the East River Bridges and 10% on the Harlem River Bridges.
