- NYS Attorney General Letitia James will be conducting an investigation into the actions of NYPD officers during protests in New York City.
Mayoral Update
During the Mayor’s press conference, he announced,
- The NYPD is working with certain protesters on a plan for peaceful protests in the coming days.
Governor’s Update
During the Governor’s press conference he announced,
- NYC is on track to begin Phase 1 of reopening on June 8; see Daily News coverage here.
- North Country, Mohawk Valley, Finger Lakes, Southern Tier, and Central New York will enter Phase 2 of opening.
- Phase 2 businesses include:
- All office-based jobs: professional services, administrative support, information technology
- Real estate services: building and property management, leasing, rental and sales services
- Retail: in-store shopping, rental, repair and cleaning
- Limited barbershop and hair salon services
- Motor vehicle leasing, rental and sales
- Guidance on reopening for each industry here.
- The launch of a new NYSDOH dashboard that tracks the number of tests per day, percent of positive tests per day, and any immediate information based on trend lines, by region.
- The State is exploring whether outdoor dining could be allowed to reopen before indoor dining.
Mayoral Update
During the Mayor’s press conference he announced,
- DCWP, SBS, and DCAS will be coordinating the pick-up and delivery of 2 million face coverings for businesses and workers.
- Resources to protect workers and customers, including informational materials with employee rights and a worker protection hotline
- Starting June 1, weekly diagnostic testing available to 31,000 nonprofit workers
- 10,000 internet-enabled tablets have been shipped to NYCHA seniors in every borough, at 100 developments.

- An Executive Order authorizing businesses to deny entry to those who do not wear masks or face coverings.
Mayoral Update
During the Mayor’s press conference he announced,
- DOB, DWCP, and SBS will provide businesses reopening information and guidance through informational resources and the launch of a dedicated Business Restart Hotline which he said will become available next week.
- DCWP, FDNY, and DSNY will help enforce business compliance through proactive inspections and will only issue violations for egregious non-compliance or repeat offenses.
Federal Update
Rep. Carolyn Maloney introduced H.R. 7011 – Pandemic Risk Insurance Act (PRIA).
- Bill would create the Pandemic Risk Reinsurance Program, a system of shared public and private compensation for business interruption losses resulting from future pandemics or public health emergencies.

Governor’s Update
During the Governor’s press conference he announced,
- His meeting with President Trump on infrastructure in New York was positive; President Trump will review the State’s proposed projects with his team next week.
State Budget Update
Ten NYS labor unions held a press conference calling for revenue enhancers, including:
- Increased taxes on those earning $1 million a year and above.
- Pied-à-terre tax on secondary residences in New York City.
- New capital gains tax on the more than 100 billionaires who live in New York State.

Mayoral Update
During the Mayor’s press conference, he announced,
- The City is facing a $9b budget shortfall, calling on the State Legislature to expand the City’s borrowing authority.
- The City now has the capacity to administer 27,000 tests per day.
City Council Update
Essential worker bills
- Crain’s reported that the Council is running out of time to pass the bills before the City enters Phase 1 of the reopening process, while also noting that the bills are losing momentum and support.

Agency Update – Department of Buildings (DOB)
Starting on June 22, new requirements for Tenant Protection Plan Forms and associated Tenant Protection Plan Notices to Occupants, which will include:
- On the Tenant Protection Plan Form, applicants must identify with greater specificity than required before which units will be occupied by residents during construction.
- Applicants must identify which noise mitigation methods will be used to keep construction-related noise within legal levels for units that are occupied during construction.
- Form will have to be signed by both the applicant and the property owner.
- Once a Tenant Protection Plan Permit is issued, an associated Tenant Protection Plan Notice to Occupants must be both distributed to all occupied residential units within the building and posted within the building.

Agency Update – Housing Preservation and Development (HPD)
HPD will have limited funding to finance new projects and may be forced to cut funding to projects in the pipeline.

Governor’s Update
During the Governor’s press conference he announced,
- Mid-Hudson region has met the reopening criteria and will be permitted to reopen on May 26.
- Long Island region has met the reopening criteria and will be permitted to reopen on May 27.
- State will work to expedite infrastructure projects to stimulate the economy, including: Empire Station at Penn; a new LaGuardia Airport; a new LaGuardia air train; Cross-Hudson tunnels; Second Avenue Subway expansion.
Mayoral Update
During the Mayor’s press conference he announced,
- Annabel Palma will serve as the Chief Equity Officer for the Test & Trace Corps.
- Alternate Side Parking has been suspended through June 7.
- 2,500 contact tracers are expected online by the first or second week of June.
- A partnership with AdvantageCare Physicians to launch an additional 16 testing sites across all five boroughs
- A $10 million media and outreach campaign in multiple languages to educate New Yorkers about the City’s testing and tracing capabilities
City Budget Update
Mayor de Blasio is seeking to increase the City’s debt capacity to cover operating expenses.

- Campgrounds and RV parks will open on May 25.
- Long Island Rail Road is prepared to add more cars, as needed, to allow for social distancing.
- Professional sports leagues are able to begin training camps beginning on May 24, with appropriate health protocols.
- Veterinarian practices will be able to open in all regions beginning on May 26.
- Over 10,000 households on Long Island have received “Nourish New York” products.
