Claudia Filomena: associate vice president real estate

Claudia advises real estate clients on projects going through the City’s Uniform Land Use Review procedure, the Landmarks Preservation Commission and other city approvals that require public engagement. She brings fifteen years of government and community affairs experience to her role at Kasirer.

Immediately prior to joining Kasirer, Claudia was the Director of the New York Rising Community Reconstruction Program at the Governor’s Office of Storm Recovery, responsible for managing more than $200 million of HUD CDBG-DR funding for community-based infrastructure projects to make the City safer post Hurricane Sandy. The projects, developed over a two-year grassroots planning process, addressed social and physical infrastructure issues across the five boroughs. Claudia oversaw development, project design, contract management, construction management and project oversight, as well as the engagement of community members, community-based organizations, elected officials and city and state agencies.

Previously, Claudia served as a Borough Director at the Office of the Mayor and was responsible for agency coordination of administration land use priorities, quality of life issues and provision of city services. During her three years with the Department of City Planning, she served as an agency liaison for city-sponsored land use applications and worked across departments to coordinate plan approval.

Claudia earned a BA in political science and public policy from the University at Albany and a Master’s Degree in Urban Planning with a focus on Housing and Real Estate Development from Hunter College.
